Sejm passes changes to the Act on Assistance to Ukrainian Citizens

The Sejm has amended the Act on Assistance to Ukrainian Citizens in connection with an armed conflict in that state. The amended legislation is scheduled to come into force, with some exceptions, on 1 July 2024.

Overview of key amendments to the special act on Ukrainians


1. Extensions until 30 September 2025:

  • legal stay in Poland for Ukrainian citizens who have arrived here due to the hostilities in Ukraine;
  • validity of documents that make the Ukrainian citizens' stay in Poland legal (such as a national visa, a temporary residence permit). 

2. Revised deadline for application for a PESEL UKR number from 30 days of arrival in Poland to “immediately after arrival". 

3. Identity for the assignment of the PESEL number to be confirmed exclusively on the basis of a valid travel document. This means that PESEL number may no longer be assigned on the basis of various other documents, including a declaration.

4. Exactly defined registration dates for UKR status when it is restored and re-assigned (e.g. in the case of travel to Ukraine).

5. Ukrainian citizens are now obliged to notify their employers of obtaining a temporary residence and work permit within 7 days of receiving it.

6. Ukrainian citizens who have the UKR status will be allowed to apply for a temporary residence permit to join families. At present, Ukrainian citizens may apply only for a temporary residence and work permit, a temporary residence permit to conduct business, and a temporary residence permit to perform highly qualified professions.

7. Deadline for employers to report hiring a Ukrainian citizen for work cut short from 14 days to 7 days.

8. Another notification of hiring a Ukrainian citizen for work must be filed in the case of e.g. change to the type of contract, position, type of work, reducing standard weekly working hours or number of working hours, reducing the wage specified in the notification.

9. New type of residence application, fast-track procedure for temporary residence (residence card) for individuals who have the UKR status, had the UKR status on 4 March 2024 and have had that status for 365 days, including as of the application date.
