New regional aid map of Poland for 2022–2027

The European Commission has approved the already second amendment to the Regional aid map for Poland. The amendment results from an update of the European Commission's guidelines being the basis for determining aid intensities. 

The amendment has decreased aid intensities for selected regions in the Wielkopolskie and Dolnośląskie provinces and increase aid intensities for priority projects (covered by the STEP Regulation). Effective 1 January 2025, in regions with the highest development rate, the European Commission decided to limit available state aid for contracts concluded up to that date. 

Wielkopolskie province: aid intensity has been reduced from 20% to 15% for the city of Poznan and the Poznan sub-region. In other parts of the province, aid intensity remains at 25%.

Dolnośląskie province: aid intensity has been reduced from 20% to 15% for the city of Wrocław. In other parts of Dolny Śląsk, aid intensity remains as before – at 25%.

Support for priority sectors (STEP) 


Aid intensities have been increased both for R&D and investment projects specified in the Regulation establishing the Strategic Technologies for Europe Platform (STEP) covering three sectors:

  • digital technologies and deep tech innovation;
  • clean and resource-efficient technologies;
  • biotechnologies, including medicinal products on the Union list of critical medicines and their components.

The increased aid intensity will be:

  • 5% in regions eligible under Article 107(3)(c) of the Treaty on the Functioning of the European Union (so-called "c" areas);
  • 10% in regions eligible under Article 107(3)(c) of the Treaty on the Functioning of the European Union (so-called "a" areas).

The objective of the amendment is to promote the development and production of critical technologies considered key for the EU's green and digital transitions and the EU's strategic sovereignty. Companies operating in innovative digital and green technologies will be able to benefit from the increased aid for projects of strategic importance to the economy. 

The Regional aid map presents latest aid allocation trends. Aid intensities have been decreased in economically highly developed regions, while they have been increased for projects of strategic importance to the EU.
